VA Renovation Loan in Philadelphia

For Philadelphia-area veterans: buy the rowhome or twin that doesn't meet VA standards yet, finance the repairs, and put nothing down.

The VA renovation loan lets eligible veterans buy a home that needs work and finance the repairs in the same VA loan. The loan is based on the as-completed value, and there's no down payment when you're within your entitlement. Most lenders don't offer it. We do.

Why it matters

A standard VA loan requires the home to meet VA minimum property requirements at closing. Plenty of good houses in Philadelphia don't: a failing roof, a dead boiler, peeling paint on an older home, a missing handrail. The VA renovation loan pays for those repairs so the house can meet the standard, and it lets you add updates you want at the same time.

What it covers

  • Repairs required to meet VA minimum property requirements
  • Roofs, HVAC, plumbing, electrical, and windows
  • Kitchens, baths, flooring, and other updates that add value
  • Accessibility modifications
  • Energy-efficiency improvements

Structural additions and luxury items are generally not eligible. All work must be completed by a licensed and insured contractor.

How the loan amount is set

The loan is based on the lesser of the purchase price plus renovation costs or the as-completed appraised value, within your VA entitlement. There's no monthly mortgage insurance. The VA funding fee applies unless you're exempt, for example because you receive VA disability compensation.

VA renovation in Philadelphia

A standard VA loan needs the house to meet VA minimum property requirements at closing. In Greater Philadelphia, many of the best-priced houses don't. The most common reason is peeling paint on a pre-1978 house, and nearly every city rowhome was built before 1978. Old roofs, dead boilers, ungrounded panels, and missing handrails come next. The VA renovation loan turns those findings into the scope of work.

Where it fits best

  • Mayfair and the Northeast and South Philadelphia. Porch-front rowhomes and twins from long-time owners, usually structurally solid with original kitchens and older systems.
  • West Philadelphia and Overbrook. Larger twins with boilers, slate roofs, and porches that need work.
  • Delaware County. Upper Darby, Drexel Hill, and Lansdowne twins and singles with older heat and roofs.
  • Estate sales and bank-owned homes. Sellers who won't make repairs, and houses a standard VA appraisal would flag.

A worked example

A veteran goes under contract on a Mayfair porch-front rowhome for $240,000. The VA appraiser would flag peeling paint, a worn roof, and a failing boiler. The veteran also wants a new kitchen. The bid is $45,000.

  • Purchase: $240,000
  • Renovation: $45,000
  • Contingency at 10%: $4,500
  • Total: $289,500
  • Down payment: $0
  • Loan: $289,500, plus the VA funding fee unless you're exempt

The loan is based on the lesser of the total cost or the as-completed appraised value, so the appraisal has to support the finished price. VA loans aren't capped by the $630,200 FHA limit. Your entitlement, the appraisal, and our current renovation guidelines set the ceiling.

Local rules and timing

Your contractor must be licensed and insured. In the city, that means a Pennsylvania Home Improvement Contractor registration and the City's insurance and tax requirements to pull L&I permits, with licensed electricians and plumbers for those trades. Paint work on a pre-1978 house should follow lead-safe practices. In Upper Darby, items flagged in the township's use and occupancy inspection can go into the scope. Plan on 45 to 60 days to close.

Common pitfalls

  • Losing the house to a cash offer. Sellers worry about VA timelines. A pre-qualification letter that names the renovation program, and a realistic settlement date, help. See competing with cash investors.
  • Structural surprises. Structural additions generally aren't eligible. If the rear wall or joists need major work, compare the Standard 203k.
  • Too big a scope. Our renovation cap applies. Ask for the current figure before you write the offer.

Frequently asked questions

Does the Philadelphia FHA limit apply to a VA renovation loan?

No. The $630,200 figure is an FHA limit. A VA renovation loan is limited by your entitlement, the as-completed appraisal, and our current renovation guidelines.

Can a VA renovation loan fix peeling paint on a pre-1978 Philadelphia rowhome?

Yes. Lead-safe paint stabilization is one of the most common repairs we finance on VA renovation files in the city, usually alongside a roof, heating, or electrical work.

Will an estate or bank seller accept a VA renovation offer?

Many do. Give the listing agent a pre-qualification letter that names the renovation program, allow 45 to 60 days to settle, and ask for utilities to be on for the appraisal.

Who is eligible for a VA renovation loan?

Veterans, active-duty service members, and eligible surviving spouses with a valid Certificate of Eligibility. The home must be your primary residence.

Is there a cap on the renovation budget?

The budget is limited by the as-completed appraised value and by lender guidelines. Ask us for our current renovation cap during your consultation.

Can I do the work myself?

No. The work must be done by a licensed and insured contractor, and the renovation must bring the home up to VA minimum property requirements.

Does VA renovation require a down payment?

No down payment is required when the loan is within your VA entitlement, which also means no monthly mortgage insurance.
